Load one Theme for a specific user. You must set the theme from User Profile then logout and login again in order to take effect.

I am reworking a custom theme so it is fully responsive. The new theme has a parent-child relationship. I’ve set the new theme on my own account, but it doesn’t load the CSS. The ‘default’ theme works fine.
